**funding Amount:** Grant size is set per topic and shared across the project consortium.
**funding Type:** Collaborative grant: RIA funded at 100% of eligible costs, IA at 70% (100% for non-profits)
**eligibility:**
  - Applications must come from a consortium of at least three independent legal entities, each established in a different EU Member State or Associated Country, with at least one based in an EU Member State.
  - Eligible participants span universities, research and technology organisations, large industry, SMEs, public authorities, cities and NGOs — this is collaborative institutional funding, not single-company money.
  - Legal entities from Horizon Europe Associated Countries participate on equal terms with EU entities, unless a specific topic restricts participation.
  - RIA grants reimburse 100% of eligible costs; IA grants reimburse 70% of eligible costs, rising to 100% for non-profit legal entities; CSA grants reimburse 100%.
  - Each Cluster 5 topic sets its own expected outcomes, required activities and (where relevant) Technology Readiness Level, defined in the topic text on the Funding & Tenders portal — that text is the binding eligibility source.
**overview:** Horizon Europe Cluster 5 funds collaborative research and innovation in climate, energy and mobility. Relevant technologies include energy systems and grids, storage, clean generation, buildings, industrial energy use, transport and connected mobility. Applicants select a precise topic and assemble the required consortium; most collaborative RIA and IA topics require at least three independent entities in three different eligible countries, including one EU Member State. The first selected 2027 climate and energy rounds are scheduled to open on 17 November 2026 with a 4 March 2027 deadline.
**how To Apply:**
  - Find the relevant HORIZON-CL5-2026 topic on the EU Funding & Tenders portal and read the full topic text — it defines the binding scope, action type, budget and deadline.
  - Build a consortium of at least three independent legal entities from three different EU/Associated Countries (one in an EU member state), choosing partners that are genuinely complementary rather than assembled for the grant.
  - Register every partner on the portal: each needs an EU Login account and a Participant Identification Code (PIC) via the Participant Register.
  - Write directly to the three evaluation criteria — Excellence, Impact, and Quality & Efficiency of Implementation — putting your strongest effort into a concrete, evidence-backed Impact section.
  - Submit through the portal's electronic submission system before the cut-off at 17:00 Brussels time; for two-stage topics submit the short concept note first and the full proposal only if you pass stage 1.
  - After submission, independent experts evaluate; funded proposals move into grant agreement preparation, with roughly five to eight months from deadline to signed grant.
**key Features:**
  - Collaborative grants spanning climate, energy and mobility technologies
  - Current five-topic energy call closes 1 December 2026; €131.5M is the call total
  - RIA normally 100%; IA normally 70% for companies, subject to call conditions
  - Topic-specific consortium, data-access, procurement and TRL requirements
  - Selected 2027 rounds open 17 November 2026 and close 4 March 2027
**faqs:**
  - **answer:** No. Standard collaborative topics require a consortium of at least three independent legal entities from three different EU or Associated Countries, with at least one in an EU member state. For single-company funding, look at the EIC Accelerator instead.
**question:** Can a single company apply to Cluster 5?
  - **answer:** A Research and Innovation Action (RIA) funds earlier-stage research and is reimbursed at 100% of eligible costs. An Innovation Action (IA) funds closer-to-market demonstration and is reimbursed at 70% (100% for non-profit entities).
**question:** What is the difference between an RIA and an IA?
  - **answer:** Per-project amounts are specified in the individual topic conditions. An overall call budget covers multiple awards and is not the amount a company can request.
**question:** How much money can a project get?
  - **answer:** No. The €1.644 billion figure is climate-related expenditure, not a currently open call budget. Use the funding and schedule sections for individual calls.
**question:** Is the €1.644 billion figure the cluster budget?
  - **answer:** The Commission does not publish a single official Cluster-5-only figure, but Pillar 2 collaborative success rates typically sit in the 10–20% range, with the programme-wide average near approximately 12% as of 2026 evaluations. Two-stage topics improve your odds at the concept-note stage, but the cumulative chance from concept to grant stays modest.
**question:** What are the success rates?
  - **answer:** For some topics you first submit a short concept note. Only proposals that pass stage 1 are invited to write the full 40-page proposal for stage 2 — saving wasted effort if your idea will not clear the first cut.
**question:** What is a two-stage call?
  - **answer:** Yes — entities from Horizon Europe Associated Countries participate on equal terms with EU entities, and some topics also allow third-country participants (though they may not always be funded). Check each topic’s eligibility conditions.
**question:** Can organisations outside the EU take part?
  - **answer:** 1 December 2026 for new applications to CL5-2026-11. The 20 October second-stage cut-off is only for previously invited consortia.
**question:** When is the next deadline?
  - **answer:** Potentially: the currently open 2026-11-D3-23 topic concerns data sharing for energy AI foundation models. The fit depends on the topic’s outcomes, data access and consortium. General software growth capital is outside this route.
**question:** Can an energy software startup use Cluster 5?

  - EU clean energy research funding
**success Rate:** Programme-wide collaborative success rates run roughly 10-20% (not a Cluster-5-specific official figure)
**typical Timeline:** 5-8 months from deadline to grant signature
**for Who:** This is built for a consortium, not a lone applicant. The ideal Cluster 5 applicant is a coalition — typically a research institute or university leading, with industrial partners, SMEs and sometimes a city or grid operator — tackling a hard climate, clean-energy or mobility problem that takes three to five years and several million euros to crack. If you have a multi-partner project spanning at least three EU or Associated Countries, a credible path to European-scale impact, and the patience for a months-long evaluation and a year of contracting, this is for you. If you are a single startup wanting fast, founder-controlled money to scale a product you already have, look elsewhere — the EIC Accelerator (grant plus equity for one company) or the Innovation Fund (large-scale clean-tech deployment) fit far better. Cluster 5 rewards collaboration and research depth, not solo speed.
**honest Take:** The numbers are sobering. Horizon Europe collaborative calls are heavily oversubscribed, and success rates across Pillar 2 typically run somewhere in the 10-20% range, with the programme-wide average drifting toward the low teens as budgets tighten (the Commission does not publish a single official Cluster-5-only figure, so treat any precise percentage with caution). Two-stage topics soften the pain — a short concept note at stage one means you do not write a full 40-page proposal until you have cleared the first cut — but the cumulative odds from concept to signed grant still land in the single-to-low-double digits for most topics. The brutal truth: most rejections are good science described badly. Proposals fail on a weak 'impact' section, a consortium that looks assembled-for-the-grant rather than genuinely complementary, vague work packages, or thin European added value — not on the underlying idea. If you cannot articulate, in concrete terms, what changes in Europe because your project succeeded, you will score below threshold no matter how clever the technology. Budget six months of serious effort and assume you may need a resubmission.

**description:** How sound, ambitious and credible the science and innovation are: clarity and pertinence of objectives, soundness of the methodology (including gender dimension and open science where relevant), and the extent the work is beyond the state of the art.
    **sub Criteria:**
      - Clarity and pertinence of objectives
      - Soundness of the methodology
      - Extent the work goes beyond the state of the art
  - **name:** Impact
**threshold:** ≥3/5 (max 5; weighted x1.5 for Innovation Actions in ranking)
**description:** Credibility of the pathways to the expected outcomes and impacts set in the work programme topic, the scale and significance of the project's contribution, and the quality of measures to maximise impact (dissemination, exploitation, communication).

      - Capacity and role of each participant and appropriateness of resources allocated
**apply Help:**
  **process:**
    - **who:** Granting authority staff
**what:** Submitted on time through the Portal, complete, within page limits, consortium meets eligibility (normally 3 independent entities from 3 EU or Associated Countries, at least one in a Member State, for RIA and IA).
      **stage:** Admissibility and eligibility check
      **timing:** Right after the deadline
    - **who:** Normally at least 3 independent external experts
**what:** Each expert reads the proposal alone, scores Excellence, Impact and Implementation from 0 to 5 (half points allowed) and writes an individual evaluation report. Proposals are judged as submitted; experts may not suggest fixes.
      **stage:** Individual evaluation
**timing:** Weeks 2 to 6 after the deadline (indicative)
    - **who:** Same experts plus a moderator
**what:** The experts agree common comments and scores, moderated by agency staff. Becomes the Evaluation Summary Report (ESR).
      **stage:** Consensus group
      **timing:** After individual reports
    - **who:** Evaluation committee of independent experts
**what:** The evaluation committee checks consistency across proposals, applies tie-break rules and ranks proposals above threshold per topic or budget envelope. No interviews or hearings for standard cluster topics.
      **stage:** Panel review and ranking
      **timing:** End of evaluation
    - **who:** Granting authority
**what:** Invitation to grant preparation, reserve list or rejection, with the ESR.
**stage:** Evaluation result letter and ESR
**timing:** About 5 months after the deadline (two-stage: about 3 months after stage 1, about 5 months after stage 2)
    - **who:** Coordinator and agency
**what:** Legal entity validation, financial capacity check, lump sum budget adjustments if any. An invitation is not a funding commitment.
      **stage:** Grant preparation and signature
**timing:** Grant signed about 8 months after the (second-stage) deadline
  **scoring:**
**scale:** 0 to 5 per criterion, half points allowed. 0 fails or cannot be assessed; 1 poor; 2 fair (significant weaknesses); 3 good (a number of shortcomings); 4 very good (a small number of shortcomings); 5 excellent (any shortcomings are minor). Maximum 15.
    **criteria:**
      - **name:** Excellence
        **weight:** 1 (not weighted)
        **threshold:** 3 out of 5
**what They Look For:** Clear, pertinent objectives that go beyond the state of the art; a sound methodology including concepts, models, assumptions, interdisciplinarity, the gender dimension in R&I content and open science practices. Expectations scale with TRL: lower-TRL RIAs are judged differently from high-TRL IAs.
      - **name:** Impact
**weight:** 1 for RIA and CSA; 1.5 for Innovation Actions, used for ranking only (not for passing thresholds)
        **threshold:** 3 out of 5
**what They Look For:** Credible pathways to the expected outcomes and impacts written in the topic text; suitable, good-quality measures to maximise them through the dissemination and exploitation plan, including communication. The exploitation plan is mandatory for full proposals.
      - **name:** Quality and efficiency of the implementation
        **weight:** 1 (not weighted)
        **threshold:** 3 out of 5
**what They Look For:** An effective work plan with risk assessment and effort per work package that fits the tasks; capacity and role of each participant and a consortium that together has the needed expertise. For lump sum topics, the detailed budget table is checked for over or under estimation.
**tie Break:** Within a budget envelope, for equal scores (not used in stage 1): 1) proposals covering parts of the call not covered by higher-ranked proposals first; 2) then by Excellence score, then Impact (for Innovation Actions: Impact first, then Excellence); 3) then gender balance among researchers with a leading role named in the researchers table; 4) then geographical diversity (number of Member States or Associated Countries not already funded higher up the list, then budget); 5) then other factors such as portfolio synergies or SME involvement, documented in the panel report.
**overall Threshold:** 10 out of 15, with at least 3 on each criterion (General Annex default; no Cluster 5 topic checked raises it).

**label:** Topic HORIZON-CL5-2026-11-D3-06 (lump sum RIA, deadline 1 Dec 2026)
  **penalised:**
    - **point:** Missing a topic's portfolio logic. Some topics (e.g. HORIZON-CL5-2026-11-D3-14) fund the top proposal in each sub-area first, so being vague about which sub-area you address costs you.
      **source:** https://ec.europa.eu/info/funding-tenders/opportunities/data/topicDetails/horizon-cl5-2026-11-d3-14.json
    - **point:** An unrealistic lump sum budget table. Most 2027 Cluster 5 topics are lump sum, and experts must approve the budget or recommend changes.
      **source:** https://ec.europa.eu/info/funding-tenders/opportunities/docs/2021-2027/horizon/wp-call/2026-2027/wp-15-general-annexes_horizon-2026-2027_en.pdf
    - **point:** Writing to a different project than the topic asks for. A partly out-of-scope proposal is marked down, and the score is based only on what is written, not on its potential with changes.
      **source:** https://ec.europa.eu/info/funding-tenders/opportunities/docs/2021-2027/horizon/temp-form/ef/ef_he-ria-ia_en.pdf
    - **point:** Going over the page limit or squeezing the font. Pages beyond the limit become invisible to experts after the deadline; fonts under 11 pt or chosen to dodge the limit are not allowed.
      **source:** https://ec.europa.eu/info/funding-tenders/opportunities/docs/2021-2027/horizon/temp-form/af/af_he-ria-ia_en.pdf
    - **point:** Skipping or hand-waving the gender dimension of the R&I content. It is assessed under Excellence (methodology) and needs a sound justification if you say it does not apply.
      **source:** https://ec.europa.eu/info/funding-tenders/opportunities/docs/2021-2027/horizon/guidance/programme-guide_horizon_en.pdf

    **review:**
**how:** The coordinator files an evaluation review request through the Funding & Tenders Portal, following the instructions in the evaluation result letter. Only procedural problems count: procedural irregularities, factual errors, manifest errors of assessment, abuse of powers. Disagreeing with the experts' judgement is not grounds. One request per proposal, max 7,000 characters. A review committee either confirms the result or orders a re-evaluation, mainly by new experts, on the proposal as submitted; the new score can be lower. Afterwards: review of legality under Article 22 of Regulation 58/2003 within 1 month (decisions of executive agencies), action for annulment under Article 263 TFEU within 2 months, European Ombudsman within 2 years.
      **url:** https://webgate.ec.europa.eu/funding-tenders-opportunities/spaces/OM/pages/1867956/Complaints+about+proposal+rejection
**deadline:** 30 days from opening the result in the Portal. A notification not opened within 10 days of sending counts as opened.
**feedback:** Every applicant receives an Evaluation Summary Report (ESR) with the consensus score and comments for each criterion. For lump sum proposals, comments on the budget table appear only if the proposal is invited, reserve-listed or rejected over cost estimates.
**resubmission:** No limit on resubmitting in Horizon Europe clusters. You can submit an improved version to a later topic that fits. Experts evaluate each submission fresh and do not see earlier ESRs, so fix every weakness named in the ESR. A review request cannot cover earlier calls.
**for Who Checks:**
  **no:**
    - Lone startup wanting non-dilutive solo cash → EIC Accelerator
    - Single-team early breakthrough research → EIC Pathfinder or ERC
    - Aviation or rail-specific R&D → Clean Aviation / Europe's Rail Joint Undertakings (own calls)
    - Rolling out already-proven clean tech at commercial scale → Innovation Fund or LIFE
  **yes:**
    - Consortium of ≥3 legal entities from 3 different EU or associated countries
    - Universities, research organisations and companies of any size — startups join as partners
    - Climate science, renewables, grids, batteries/storage, CCUS, zero-emission road, waterborne and aviation tech
    - Your project fits a published topic text — calls are prescriptive, not open-subject
    - Associated-country entities (UK, Norway, Switzerland, etc.) count toward the three
**note:** At least one of the three consortium members must be established in an EU member state; the other two can be in associated countries. Most funded consortia are far larger than the legal minimum — winning bids typically bundle industry, research institutes and end-users across many countries.
**money:**
  **notes:**
    - **text:** Cluster 5 money is a pure grant: no dilution, no repayment. It is paid to the consortium coordinator, who redistributes it under the consortium agreement you sign among yourselves. On top of direct costs, every partner gets a flat 25% of direct costs for overheads — no receipts needed for that slice.
**title:** Grants, not equity — but shared.
    - **text:** Read the topic's action type before budgeting. Research and Innovation Actions (RIA — lower-maturity research) reimburse 100% of eligible costs for all partners. Innovation Actions (IA — pilots and demonstrators closer to market) reimburse for-profit companies only 70%: you finance the remaining 30% yourself, while university and non-profit partners in the same project still get 100%.
**title:** The 70% trap for companies.
    - **text:** A pre-financing payment lands shortly after the grant starts, but 5–8% of the maximum grant is diverted into the Mutual Insurance Mechanism — the programme's collective default fund — and only returned at project end. Interim payments follow each approved periodic report; the final slice is held back until the last report clears.
**title:** Cash flow is front-loaded but throttled.
    - **text:** A growing number of topics use lump-sum grants: the budget is agreed per work package up front and paid when the work package is delivered, with no financial cost statements and no cost audits. Check the topic page — it tells you which model applies; you cannot choose.
**title:** Lump sums remove cost paperwork.
    - **text:** These are indicative project contributions from the work programme. Consortium budgets, procurement expenditure and company revenue are different quantities.
**title:** Use the topic, then calculate your share

**practical Notes:**
  - **text:** GREENET is the official network of Cluster 5 National Contact Points (19 partner organisations across the EU and associated countries). It runs the standing GREENET Partner Search Tool on b2match, which stays live for the whole programme through December 2027, plus the annual brokerage event tied to the Commission's Cluster 5 Info Day. Register your organisation and post a partner-search profile there rather than cold-emailing labs.
**title:** GREENET is your single front door — use it before you write a word
  - **text:** The Commission's Cluster 5 Info Day for the 2026 calls ran online on 15 January 2026, with the GREENET virtual brokerage event around it (pitching sessions plus pre-booked bilateral meetings). These events are where most consortia for a given year's calls actually crystallise; if you miss the window, the standing partner-search tool is the fallback but momentum is harder to find. Watch the Cluster 5 NCP portal for the next cycle's dates and book bilaterals before the meeting-request deadline.
**title:** Time your matchmaking to the January Info Day + brokerage window
  - **text:** NCPs (e.g. Enterprise Ireland for IE, RVO for NL, NCP Flanders, NCP Brussels) give no-cost guidance on eligibility, finding the right topic, and forming a consortium, and many offer to read a near-final draft and flag weaknesses before you submit. GREENET also publishes a short quick-start guide for newcomers and per-topic factsheets. There is no reason to submit a first-ever Cluster 5 proposal without having your national NCP look at it.
**title:** Your National Contact Point coaches you for free — including a proposal pre-check
  - **text:** Several Cluster 5 calls are two-stage: Stage 1 is a short submission judged on idea strength, scope fit and consortium credibility, and only a small subset is invited to the full Stage 2. Documented stage-1 pass rates vary widely by topic (one batteries topic invited ~8% of submissions; a critical-elements topic invited ~31%), so check the topic's success odds, and at Stage 2 deliver a genuine qualitative step-change addressing the Stage-1 feedback rather than just more pages.
**title:** On two-stage calls, treat Stage 1 as a concept pitch, not a mini-proposal
  - **text:** HORIZON-CL5-2026-11-D3-23 addresses energy-sector data sharing for AI foundation models. Assess data-owner participation and access before proposing a generic AI product.
**title:** Current software and data opportunity
  - **text:** The renewable-fuels PCP topic funds a procurement consortium. A technology supplier may instead participate through the later competitive R&D procurements; it is not automatically a direct grant applicant.
**title:** Procurement actions have a different applicant role
**eligibility Notes:**
  - **text:** Standard Research and Innovation Actions (RIA) and Innovation Actions (IA) in Cluster 5 need at least three independent legal entities: one established in an EU Member State plus two others, each in a different Member State or associated country. The trap in the fine print: affiliated entities do not sign the grant agreement and therefore do not count towards this minimum. Three subsidiaries of one group, or two partners plus an affiliate, fails eligibility outright. Only Coordination and Support Actions (CSA) can be submitted by a single entity.
**title:** The three-country floor is absolute — and affiliates don't count
  - **text:** The UK has been an associated country since 1 January 2024 and participates in Cluster 5 on equal terms, including as coordinator. Switzerland's position changed recently: the EU Programmes Agreement signed on 10 November 2025 associates it retroactively from 1 January 2025, so Swiss universities, SMEs (small and medium-sized enterprises) and corporates are again directly fundable and may coordinate consortia in the 2026–2027 calls. Partners who drafted budgets assuming Swiss self-funding should rework them.
**title:** UK and Switzerland are both fully in — Switzerland only since late 2025
  - **text:** The adopted 2026–2027 Work Programme bars legal entities established in China from both RIAs and IAs under the batteries destination (e.g. the BATT4EU topics in calls HORIZON-CL5-2026-09 and -10). Stricter still: under the General Annex B 'restriction on control in innovation actions in critical technology areas', an entity registered in an eligible country but directly or indirectly controlled by China or by a Chinese legal entity is also ineligible — your EU-incorporated subsidiary does not launder the cap table. Chinese universities supervised by the Ministry of Industry and Information Technology are excluded across the entire Work Programme.
**title:** China exclusions bite hard in the batteries destination
  - **text:** Any non-public coordinator requesting €500,000 or more triggers a financial capacity check during grant preparation, based on audited accounts, balance sheet and profit-and-loss documents uploaded to the Participant Register. Evaluators also weigh dependency on EU funding and past deficits. A weak result can mean pre-financing paid in instalments or withheld entirely, a demand for joint-and-several liability of affiliated entities, forced replacement of the partner — or rejection of the whole proposal. Thinly capitalised startups should let a sturdier partner coordinate.
**title:** Coordinators face a financial X-ray above €500,000
  - **text:** The evaluation result letter explicitly does not commit the Commission to fund you. Between invitation to grant preparation and signature sit legal entity validation, the financial capacity check, and the exclusion-grounds screen (EU administrative sanctions, insolvency, unpaid taxes and social security, professional misconduct). Separately, every proposal must include an ethics self-assessment; projects raising ethics issues undergo a formal ethics review that must clear before funding is authorised, and its conditions become binding deliverables in the grant agreement.
**title:** Winning the evaluation is not winning the money
  - **text:** Cluster 5 projects must focus exclusively on civil applications. And a recurring topic-level condition: any project using satellite-based earth observation, positioning, navigation or timing data must use Copernicus and/or Galileo/EGNOS (the EU's own systems); commercial alternatives may only supplement them. Mobility and energy-infrastructure proposals built around third-country GNSS (global navigation satellite system) data alone are non-compliant.
**title:** Civil use only — and Galileo or Copernicus if you touch satellites
  - **text:** The five 2026-11 topics cover renewable-fuel procurement, biofuel CHP, geothermal resource assessment, PV system design and AI training data. Each has its own target outcomes and expected contribution.
**title:** Current round is not a universal climate-tech call
  - **text:** The AI foundation-model data topic targets TRL 7–8 by project end and expects access to large relevant datasets at submission. Include the actual data holders and usable access arrangements in the consortium plan.

**title:** Find a topic and build a consortium
**description:** Identify a matching topic in the Funding & Tenders Portal, then assemble the required consortium and register each organisation for a PIC. CL5-2026-10 has closed; use the new-applicant dates in the programme schedule. Second-stage invitations cannot be used to begin a new application.
  - **num:** 2
**time:** 3-5 months to draft and coordinate
**title:** Write and submit the proposal (Part A + Part B)
**description:** Through the portal's electronic submission system you submit Part A (structured administrative forms: participants, budget, declarations) and a Part B narrative limited to 45 pages, structured into three sections matching the award criteria. Submission must complete before the call deadline (e.g. 1 December 2026 for HORIZON-CL5-2026-11, or 4 March 2027 for CL5-2027-01); late or over-length proposals are rejected without review. Single-stage calls take the full proposal up front; two-stage calls ask for a short concept first.
  - **num:** 3
    **time:** ~5 months (Commission-run)
    **title:** Independent expert evaluation
**pass Rate:** Only proposals above the thresholds and within budget are funded; success rates are typically well below 20% in Cluster 5
**description:** At least three independent experts score the proposal remotely against Excellence, Impact, and Quality and efficiency of the implementation (0-5 each, half-marks allowed). A consensus discussion and Evaluation Summary Report follow, and proposals are ranked by total score (Impact weighted x1.5 for Innovation Actions). The evaluation phase lasts up to five months from the deadline.
  - **num:** 4
    **time:** ~3 months to signature
**title:** Grant agreement preparation and signature
**description:** Successful applicants are invited to grant agreement preparation with CINEA/the Commission: confirming budget, beneficiary details, ethics and legal checks, and finalising the description of action. The grant agreement is normally signed within about three months of the invitation, after which the project and EU funding (typically €1.5-5 million per project) start.

## How to apply (apply)

Official source: https://ec.europa.eu/info/funding-tenders/opportunities/portal/screen/programmes/horizon

1. **Find your topic.** Search the Funding & Tenders portal for the relevant HORIZON-CL5-2026 topic. Read the topic text in full — it defines the expected outcomes, scope, action type (RIA, IA or CSA), budget and deadline that bind your proposal.
2. **Build a credible consortium.** Assemble at least three independent legal entities from three different EU/Associated Countries (one in an EU member state). Partners should be genuinely complementary — a consortium that looks assembled just to tick the box scores badly.
3. **Register on the portal.** Each partner needs an EU Login account and a Participant Identification Code (PIC) via the Participant Register before you can submit.
4. **Write to the three criteria.** Proposals are scored on Excellence, Impact and Quality & Efficiency of Implementation. Impact is where most proposals are won or lost — spell out concretely what changes in Europe if you succeed.
5. **Submit before the cut-off.** Upload your proposal (and budget tables) through the portal's electronic submission system before the deadline at 17:00 Brussels time. For two-stage topics, submit the short concept note first; only shortlisted teams write the full proposal.
6. **Wait for evaluation, then grant preparation.** Independent expert evaluators score proposals; if you pass threshold and are funded, you enter grant agreement preparation. Budget roughly five to eight months from deadline to a signed grant.

## apply help (apply_help)

  - **point:** Thin open science practices. They are assessed under Excellence and again under Implementation.

## Eligibility (eligibility)

Official source: https://rea.ec.europa.eu/horizon-europe-who-should-apply_en

- You must apply as a **consortium of at least three independent legal entities**, each established in a different EU Member State or Horizon Europe Associated Country, with **at least one based in an EU Member State** (the standard minimum for collaborative RIA and IA topics).
- Eligible organisations include universities, research and technology organisations, large companies, SMEs, public bodies, cities and NGOs — Cluster 5 is institutional, not founder-only funding.
- Legal entities from **Associated Countries** participate on equal terms with EU entities, unless a specific topic restricts this; check each topic's eligibility conditions on the call page.
- **Research and Innovation Actions (RIA)** fund earlier-stage research and are reimbursed at **100% of eligible costs**; **Innovation Actions (IA)** fund closer-to-market demonstration and are reimbursed at **70%** (or **100% for non-profit legal entities**).
- **Coordination and Support Actions (CSA)** — coordination, networking, studies — are funded at **100%** but do not fund the core research itself.
- Each topic in the work programme sets its own additional conditions (required activities, expected impacts, and sometimes a target Technology Readiness Level), so the topic text on the Funding & Tenders portal is the binding source.

## for who (for_who)

Official source: https://research-and-innovation.ec.europa.eu/funding/funding-opportunities/funding-programmes-and-open-calls/horizon-europe/cluster-5-climate-energy-and-mobility_en

**text:** This is built for a consortium, not a lone applicant.

## Is this for you? (checklist) (for_who_checks)

Official source: https://research-and-innovation.ec.europa.eu/funding/funding-opportunities/funding-programmes-and-open-calls/horizon-europe/cluster-5-climate-energy-and-mobility_en

**checks:**

## honest take (honest_take)

Official source: https://research-and-innovation.ec.europa.eu/funding/funding-opportunities/funding-programmes-and-open-calls/horizon-europe/horizon-europe-work-programmes_en

**text:** The numbers are sobering.

## Overview (overview)

Official source: https://ec.europa.eu/info/funding-tenders/opportunities/docs/2021-2027/horizon/wp-call/2026-2027/wp-8-climate-energy-and-mobility_horizon-2026-2027_en.pdf

Horizon Europe Cluster 5 funds collaborative research and innovation in climate, energy and mobility. Research and Innovation Actions normally cover eligible costs at 100%; Innovation Actions normally cover companies at 70%, with the usual non-profit exception. The batteries and mobility round that closed on 8 October 2026 is no longer open. The current HORIZON-CL5-2026-11 energy call closes on 1 December 2026 and offers €131.5M across five topics covering geothermal energy, biofuel combined heat and power, renewable-fuels procurement, AI-ready energy datasets and photovoltaic systems. Topic envelopes and expected project contributions differ; in particular, procurement and AI-data projects have specific buyer, data-access and technology-readiness conditions. The first selected 2027 climate and energy rounds are scheduled to open on 17 November 2026 with a 4 March 2027 deadline.
**badge:** Collaborative
**key Features:**
  - Collaborative grants spanning climate, energy and mobility technologies
  - Current five-topic energy call closes 1 December 2026; €131.5M is the call total
  - RIA normally 100%; IA normally 70% for companies, subject to call conditions
  - Topic-specific consortium, data-access, procurement and TRL requirements
  - Selected 2027 rounds open 17 November 2026 and close 4 March 2027
