**tagline:** Up to €4M, 100% funded, for deep-tech research on three Commission-chosen frontiers.
**overview:** EIC Pathfinder Challenges is the themed, top-down half of the European Innovation Council's Pathfinder programme: instead of letting you pick any topic (that is Pathfinder Open), the European Commission names a handful of strategic deep-tech frontiers each year and funds the boldest research consortia chasing them. The 2026 edition runs three Challenges — Advanced materials for miniaturised energy harvesting systems, Biotechnology for healthy ageing, and DeepRAP (deep reasoning, abstraction and planning towards trustworthy cognitive AI systems). Grants reach up to €4 million at a 100% funding rate (the EU covers all eligible costs), aimed at early-stage, high-risk science — roughly TRL 1-4, meaning anything from a basic principle to a lab proof-of-concept. The pot is €96 million for 2026, split roughly €32 million per Challenge, with a single annual cut-off on 28 October 2026. This is patient money for radical ideas, not a product subsidy.

**trl:** TRL 1-4
**eligibility:**
  - All three 2026 Challenges allow single applicants, two-partner consortia (two entities in two different countries), and consortia of three or more entities in at least three countries (with at least one in an EU Member State or Horizon Europe associated country). There is no minimum three-entity consortium requirement.
  - Mid-caps and large companies cannot apply as sole entities, but they can participate as members of a multi-entity consortium.
  - Eligible applicants include universities, research organisations, SMEs, start-ups and other legal entities; the programme actively encourages mixed academia-industry teams.
  - Funded research must sit at early Technology Readiness Levels (roughly TRL 1-4), advancing a scientific principle toward a lab-scale proof-of-concept rather than maturing a product.
  - Each proposal must address one of the three 2026 Challenge topics and serve that Challenge’s stated portfolio objectives; proposals outside the named topics are ineligible.
  - Proposals must show a convincing long-term vision of a radically new technology and a high-risk/high-gain approach to be considered at all.
**how To Apply:**
  - Pick your Challenge: read the three 2026 Challenge guides and confirm your idea genuinely serves the portfolio objectives of one of them — miniaturised energy-harvesting materials, biotechnology for healthy ageing, or DeepRAP trustworthy cognitive AI.
  - Build the consortium the Challenge demands — usually three independent entities established in three different countries (at least one in an EU or associated country), or a single applicant / two-partner team where that Challenge explicitly allows it.
  - Register every partner on the EU Funding & Tenders Portal and obtain a Participant Identification Code (PIC); the coordinating organisation drives the submission.
  - Write a proposal that foregrounds a convincing long-term vision of a radically new technology and a high-risk/high-gain approach, mapping every objective onto the chosen Challenge and budgeting toward the up-to-EUR-4M, 100%-funded ceiling.
  - Submit on the Funding & Tenders Portal before the single annual cut-off of 28 October 2026 at 17:00 Brussels time — there is no rolling or second deadline.
  - After submission, independent expert evaluators score the proposal; successful consortia enter grant preparation and sign a grant agreement, typically about 5-6 months after the deadline.
**key Features:**
  - Up to €4 million per project, with 100% of eligible costs covered (no co-financing)
  - Three fixed 2026 Challenge topics set by the Commission — top-down, not your choice of theme
  - Early-stage, high-risk research at roughly TRL 1-4 (basic principle to lab proof-of-concept)
  - Consortia of academia, research organisations, SMEs and start-ups; single applicants and two-partner consortia also eligible across all three 2026 Challenges (mid-caps and large companies cannot apply as sole entities)
  - Access to EIC Business Acceleration Services, coaching and follow-on Transition funding
**faqs:**
  - **answer:** Challenges funds research on fixed, top-down topics set by the European Commission (three for 2026), while Open lets you propose any breakthrough theme of your choosing. Both support early-stage, high-risk science at up to €4 million and a 100% funding rate.
**question:** What is the difference between Pathfinder Challenges and Pathfinder Open?
  - **answer:** Advanced materials for miniaturised energy harvesting systems; Biotechnology for healthy ageing; and DeepRAP — deep reasoning, abstraction and planning towards trustworthy cognitive AI systems.
**question:** What are the three 2026 Challenge topics?
  - **answer:** Up to €4 million per project, at a 100% funding rate, meaning the EU covers all eligible costs and no co-financing is required. Larger amounts are possible only where a specific Challenge allows and the budget is well justified.
**question:** How much funding can I get, and do I need to co-finance?
  - **answer:** Not necessarily. All three 2026 Challenges explicitly allow a single applicant, a two-partner consortium, or a full consortium of three or more entities. For multi-entity applications, all partners must be established in different countries, with at least one in an EU Member State or Horizon Europe associated country. Mid-caps and large companies cannot apply as sole entities but can participate in a consortium.
**question:** Do I need a consortium to apply?
  - **answer:** In the 2025 Challenges round the EIC funded 30 of 647 eligible proposals — a success rate of roughly 4.6%. Note that the 2025 round spanned four different Challenge areas, so read this as a proxy for competitiveness rather than a same-topic rate. The 2026 call is expected to be similarly competitive, with €96 million spread across three topics.
**question:** What are my real chances of being funded?
  - **answer:** There is a single annual cut-off: 28 October 2026 at 17:00 Brussels local time, with proposals submitted through the EU Funding & Tenders Portal. There is no rolling or second deadline.
**question:** When is the 2026 deadline?
  - **answer:** Early stage — roughly TRL 1–4, from a basic scientific principle through to a lab-scale proof-of-concept. Projects closer to market are better suited to EIC Transition or the EIC Accelerator.
**question:** What technology maturity (TRL) should my project be at?

**success Rate:** 4.6% of eligible proposals — 2025 Challenges
**typical Timeline:** One annual cut-off; ~5-6 months from deadline to grant signature
**for Who:** This is built for research-driven teams — university labs, research institutes, deep-tech start-ups and the occasional ambitious SME — sitting on a high-risk scientific idea that could become a breakthrough technology, but only if it maps onto one of the three 2026 Challenge topics: miniaturised energy-harvesting materials, biotech for healthy ageing, or trustworthy cognitive AI. If you have a radically novel science-to-technology vision, a credible interdisciplinary team, and you are early (TRL 1-4, pre-commercial, proving a principle rather than scaling a product), this is for you. If you have a finished product chasing market entry, a topic that does not fit any of the three Challenges, or you want freedom to propose any theme, look elsewhere — Pathfinder Open suits free-choice topics, EIC Transition matures lab results toward market, and the EIC Accelerator funds companies near commercialisation.
**honest Take:** The 2025 Challenges result selected 30 of 647 eligible proposals: 4.6%. The earlier submission release counted 667 proposals before eligibility filtering; using that denominator gives 4.5%. Around €118M was allocated, with an officially reported €3.93M average. Neither ratio describes the still-open 2026 competition. Build the proposal around evidenced technical progress, the applicable evaluation criteria, and a credible exploitation plan.

    **challenges:**
      - **desc:** The world is heading for hundreds of billions of connected devices, and swapping 80 million sensor batteries a day is not a plan. This challenge funds rationally designed advanced materials that turn ambient energy — light, heat, vibration, electromagnetic waves — into power for self-sufficient electronics, while cutting reliance on critical raw materials. A winning consortium designs a new harvesting material, builds it into a miniaturised module (a tiny solar cell, thermoelectric generator or piezoelectric device), integrates that module into an energy-autonomous system such as a wireless sensor, and benchmarks it in the lab at technology readiness level (TRL) 4 against the state of the art.

        **budget:** ≈€32M
**what They Fund:** Grants up to €4M (more if justified), 100% lump sum; consortia of 3+ across Member States/Associated Countries, two-partner consortia, or single legal entities (mid-caps and large firms excluded as solo applicants); start around TRL 2, finish at TRL 4
        **programme Manager:** Paolo Bondavalli
      - **desc:** Europeans now spend an average of only 70.5 years in good health while life expectancy keeps climbing; this challenge wants decades of ageing biology — the so-called hallmarks of ageing — translated into products. Applicants pick one of three lanes: a biotech or pharmaceutical intervention that prevents, delays or reverses a specific age-related disease (proof of concept in a physiologically aged vertebrate model, TRL 3); a biomarker-based tool that tells clinicians when and on whom to intervene (validated retrospectively on existing longevity cohorts); or a New Approach Methodology (NAM) — an animal-free preclinical model such as an organ-on-chip or digital twin — benchmarked against an aged animal model. Precision nutrition, new ageing clocks and wellness apps are explicitly out of scope, and the portfolio is capped at roughly five intervention, three biomarker and two NAM projects.

        **budget:** ≈€32M
**what They Fund:** Grants up to €4M (more if justified), 100% lump sum; consortia of 3+ across Member States/Associated Countries, two-partner consortia, or single legal entities (mid-caps and large firms excluded as solo applicants); proof of concept at TRL 3 by project end
        **programme Manager:** Orsolya Symmons
      - **desc:** Today’s generative AI is a brilliant pattern-matcher that still fails at logic tasks and long-term planning even when provably correct answers exist. DeepRAP funds new AI frameworks — neuro-symbolic combinations or entirely novel architectures inspired by neuroscience, biology or physics — that give machines genuine reasoning, abstraction and planning, with trustworthiness (explainability, fairness, alignment with the EU AI Act) engineered in rather than bolted on. A winning consortium builds models that handle multimodal data on constrained compute, proves their trustworthiness mechanisms, and demonstrates them in a cognitive AI system at TRL 4 on real-world tasks such as scientific discovery or decision support; the portfolio jointly co-creates a shared DeepRAP benchmark and open evaluation platform.

        **budget:** ≈€32M
**what They Fund:** Grants up to €4M (more if justified), 100% lump sum; consortia of 3+ across Member States/Associated Countries, two-partner consortia, or single legal entities (mid-caps and large firms excluded as solo applicants); cognitive AI system demonstrated at TRL 4
        **programme Manager:** Hedi (Mohamed) Karray
**challenges Intro:** Where Pathfinder Open funds any radical idea from the bottom up, the Pathfinder Challenges work top-down: the European Innovation Council (EIC) names the themes — three for 2026 — and builds a portfolio of complementary projects under each, steered by a dedicated EIC Programme Manager with a common roadmap and mandatory portfolio activities. The 2026 call (HORIZON-EIC-2026-PATHFINDERCHALLENGES-01) carries a total indicative budget of €96M, split in approximately equal shares across the three challenges, with a single cut-off on 28 October 2026 at 17:00 Brussels time. Grants are typically up to €4M as 100%-funded lump sums, and — unlike most Horizon Europe calls — single legal entities can apply alongside consortia.
**app Steps:**
  - **num:** 1
**time:** 6-10 weeks to scope and assemble
**title:** Pick a Challenge and form your team
**description:** EIC (European Innovation Council) Pathfinder Challenges fund only predefined topics — for 2026 these are Advanced Materials for Miniaturised Energy Harvesting Systems, Biotechnology for Healthy Ageing, and DeepRAP (trustworthy cognitive AI). You read the specific Challenge Guide for your topic, then decide how to apply: unlike Pathfinder Open, Challenges do not require three partners from three countries — a single legal entity or a small consortium (two or more independent entities) can apply, and UK applicants are eligible. The science must sit at low maturity — Technology Readiness Level (TRL) 1 to 4, i.e. lab-stage breakthroughs, not products.
  - **num:** 2
    **time:** 8-12 weeks to write
**title:** Write and submit the full proposal (single stage)
**description:** Unlike the EIC Accelerator, Pathfinder Challenges have no short-proposal or video stage — you submit one complete proposal (Part A administrative forms plus the Part B narrative covering Excellence, Impact and Implementation) through the EU Funding & Tenders Portal before the deadline (28 October 2026, 17:00 Brussels time, for the 2026 Challenges). The proposal must dedicate a work package to portfolio activities and allocate at least 10% of the budget to them, since funded projects are run as a managed portfolio. Requested grants are typically up to €4 million at 100% funding.
  - **num:** 3
**time:** ~3-5 months after the deadline
**title:** Remote expert evaluation against three award criteria
**description:** At least three independent external expert evaluators score the proposal remotely against Excellence, Impact, and Quality & Efficiency of Implementation, then reach a consensus with a single evaluation summary report. There is no jury interview for Pathfinder (that exists only in the Accelerator). Proposals must clear every criterion threshold to be ranked; ranked proposals compete for the fixed Challenge budget (€96 million across the three 2026 Challenges).
  - **num:** 4
    **time:** ~3-5 months to signature
**title:** Ranking, selection and grant agreement
**description:** EIC ranks the above-threshold proposals and selects within budget; the Programme Manager for each Challenge shapes the resulting portfolio. Successful applicants are invited to grant-agreement preparation with the European Innovation Council and SMEs Executive Agency (EISMEA). Winners can also receive Booster grants of up to €50,000 for additional portfolio or take-up activities.

**criteria:**
  - **name:** Excellence
    **threshold:** ≥4/5 (weight 60%)
**description:** The highest-weighted and highest-bar criterion. Evaluators want a credible long-term vision, a genuine science-to-technology breakthrough that goes well beyond the state of the art, a high-risk/high-gain research approach, and a plausible, well-founded methodology — assessed against the specific objectives of the chosen Challenge.
    **sub Criteria:**
      - Long-term vision and relevance to the Challenge objectives
      - Novelty and ambition of the science-to-technology breakthrough
      - High-risk/high-gain interdisciplinary research approach
      - Plausibility of the methodology, concepts and assumptions
  - **name:** Impact
    **threshold:** ≥3.5/5 (weight 20%)
**description:** Evaluators look for transformative potential effects on economy, society and environment, the capacity to generate disruptive innovation and create new markets, and concrete measures to manage intellectual property and pull results toward future application.
    **sub Criteria:**
      - Significance of potential transformative positive effects
      - Potential for disruptive innovation and new-market creation
      - Measures to maximise expected outcomes (IP, dissemination, exploitation)
  - **name:** Quality and Efficiency of the Implementation
    **threshold:** ≥3/5 (weight 20%)
**description:** Evaluators assess whether the work plan, timeline, milestones and risk mitigation are coherent, resources and budget are appropriate (including the mandatory portfolio work package), and whether the consortium has the capacity and complementarity to deliver.
    **sub Criteria:**
      - Coherence and effectiveness of the work plan, milestones and risks
      - Appropriateness of resources and budget allocation
      - Capacity and complementarity of the participants / consortium
**apply Help:**
  **process:**
    - **who:** A single legal entity in a Member State or Associated Country (not a mid-cap or large company), or 2 independent entities from 2 different MS/AC, or 3+ entities under the standard 3-country rule
**what:** Single-stage full proposal against one Challenge. Budget EUR 96 million split roughly equally across the 3 Challenges; up to EUR 4 million per project at 100% (lump sum).
      **stage:** Submission
**timing:** Deadline 28 October 2026, 17:00 Brussels time
    - **who:** At least three EIC expert evaluators
**what:** Each proposal scored on Excellence, Impact, Implementation. Experts then meet in a consensus group to agree common scores and comments.
**stage:** Step 1: individual evaluation and consensus
**timing:** First weeks after the deadline
    - **who:** EIC evaluation committee
**what:** Checks consistency across proposals and finalises scores and comments. All proposals meeting every threshold go to step 2.
**stage:** Step 1: committee consistency check
      **timing:** After consensus
    - **who:** EIC evaluation committee of expert evaluators plus EIC Programme Managers
**what:** Committee maps above-threshold proposals into categories from the Challenge Guide (building blocks, competing technologies, application areas, risk level, TRL, size) and picks a coherent portfolio. The selected set can differ from pure score order. The committee may propose minor adjustments to selected proposals.
      **stage:** Step 2: portfolio selection
      **timing:** Before results
    - **who:** EISMEA
**what:** Evaluation result letter and ESR. If you were funded, or rejected while scoring higher than some funded proposals, you are told the portfolio reasons.
      **stage:** Results
**timing:** By 5 months after the deadline (indicative), so about end of March 2027
    - **who:** EISMEA project officer, EIC Programme Manager, applicant
**what:** Grant agreement plus planning of portfolio activities and the Challenge roadmap with the Programme Manager.
      **stage:** Grant preparation
**timing:** Within about 3 months; grant signed by 8 months after the deadline (indicative), about June 2027
  **scoring:**
**scale:** 0 to 5 per criterion, half points allowed. 0 = fails or cannot be assessed, 1 = poor, 2 = fair, 3 = good with a number of shortcomings, 4 = very good with a small number of shortcomings, 5 = excellent, only minor shortcomings. Weights are used only for ranking, not for passing thresholds.
    **criteria:**
      - **name:** Excellence
        **weight:** 50%
        **threshold:** 4/5
**what They Look For:** Clear objectives that contribute to the overall goal and the specific objectives of the chosen Challenge; ambition beyond the state of the art; a sound methodology including concepts, models, assumptions, gender dimension in research content and open science practices.
      - **name:** Impact
        **weight:** 30%
        **threshold:** 3.5/5
**what They Look For:** Credible pathways to the Challenge's expected outcomes and impacts; a realistic proof of principle showing the technology's potential for the Challenge; adequate IP protection and exploitation measures; involving future leaders in translating research; communication and dissemination about new-market or global-challenge potential.
      - **name:** Quality and efficiency of the implementation
        **weight:** 20%
        **threshold:** 3/5
**what They Look For:** Coherent work plan with risk mitigation; appropriate allocation of person-months and other costs across work packages and partners; capacity and expertise of the single applicant or of every consortium member.
**tie Break:** No call-specific tie-break order. Ties are resolved in step 2 portfolio selection, with the general Annex 2 F.1 method as fallback (coverage of call aspects not already covered, then Excellence, then Impact, then gender balance of researchers with leading roles, then number of countries, then other factors).
**overall Threshold:** No separate overall threshold. Passing all three thresholds gets you into the step 2 portfolio selection; it does not guarantee funding.

  **penalised:**
    - **point:** Not addressing every specific objective of the Challenge. For energy harvesting, for example, the WP says applicants must address all of the listed objectives, up to a TRL 4 lab benchmark.

    - **point:** Weak fit to the Challenge portfolio. Above-threshold proposals are selected by portfolio categories from the Challenge Guide, so a proposal that does not say which category it fills or how it feeds the common roadmap can lose to lower-scored ones.
      **source:** https://eic.ec.europa.eu/document/download/52598755-1351-4b54-b46b-e2682d0a3aec_en?filename=EIC-Work-Programme-2026.pdf (section II.2, step 2)
    - **point:** No portfolio work package. Applicants are advised to include a dedicated work package with at least 10 person-months for portfolio activities; leaving it out weakens Implementation.

  **after Rejection:**
**seal:** None for Pathfinder Challenges in WP 2026.
    **review:**
**how:** If you think the evaluation procedure was flawed (not the experts' judgement of merit), the coordinator files an evaluation review request through the Funding & Tenders Portal, following the instructions in the evaluation result letter. Max 7,000 characters, one request per proposal. You can raise procedural irregularities, factual errors, manifest errors of assessment or abuse of power (for example scores that contradict the comments, or a conflict of interest). Disagreeing with the experts' opinion, or repeating your proposal, is not considered. A review committee either confirms the result or orders a re-evaluation of the proposal as submitted, usually by new experts; a re-evaluation can lower the score. Re-evaluation only happens if the error could change the funding decision. Alternatives: an Article 22 request to the parent DG (1 month, because EISMEA is an executive agency) or an annulment action at the EU General Court (2 months).
      **url:** https://ec.europa.eu/info/funding-tenders/opportunities/docs/2021-2027/common/guidance/om_en.pdf
**deadline:** 30 days from when you open the evaluation result letter in the Portal. Letters not opened within 10 days of sending count as opened.
**feedback:** ESR with final scores and comments endorsed by the evaluation committee. Portfolio considerations are explained if you were funded, or if you were rejected despite outscoring a funded proposal in the same Challenge. Lump sum budget comments only if invited, reserve-listed or cut for cost misestimation.
**resubmission:** No resubmission limit in WP 2026. Challenge topics change from year to year, so the official route for an unsuccessful Challenge proposal is often Pathfinder Open: the EIC FAQ confirms you can resubmit it there, rewritten to the Open eligibility rules (3 entities, 3 countries), criteria and template.
**for Who Checks:**
  **no:**
    - Open-topic blue-sky research on your own theme → EIC Pathfinder Open (2026 call closed; draft 2027 deadlines: Stage 1 shortlist 25 Feb 2027, full application 16 Sep 2027 — draft Work Programme 2027, not yet formally adopted)
    - Startup with working tech (TRL 5+) wanting scale-up money → EIC Accelerator
    - Maturing results from a finished Pathfinder or ERC project → EIC Transition
    - Market-near collaborative R&D with industry partners → Horizon Europe cluster calls or Eurostars
  **yes:**
    - Any legal entity in an EU Member State or Associated Country — universities, research organisations, startups, SMEs, industrial partners
    - Single applicants allowed (unlike Pathfinder Open)
    - Two-partner consortia from two different Member States / Associated Countries
    - Early-stage science at TRL 1–4 (technology readiness level — lab concept to validated prototype)
    - Work that fits one of the three named 2026 Challenge topics
**note:** Consortium maths: a single applicant just needs to sit in a Member State or Associated Country; a two-entity consortium needs two different such countries; from three entities up, at least one partner must be in an EU Member State.
**money:**
  **notes:**
    - **text:** This is a Horizon Europe research grant at 100% of eligible costs with a 25% flat-rate top-up for indirect costs. There is no national matching budget to secure and no own-contribution requirement — a startup or university lab can run a €4M project without putting in cash.
      **title:** No co-funding trap.
    - **text:** Under the 2026 work programme, Pathfinder grants are paid as lump sums: you submit a detailed budget at proposal stage, the amount is fixed during grant preparation, and payment follows completed work packages instead of audited timesheets and cost statements. Simpler admin — but get the budget right up front, because it is locked at signature.
**title:** Lump sums replace cost audits.
    - **text:** Challenges are the only Pathfinder route where one company or one lab can apply alone — but you are scored against multi-partner consortia, and the EIC's Programme Managers assemble each Challenge's winners as a deliberate portfolio of competing and complementary approaches. A €96M budget at ~€4M a grant means roughly 25–30 winners across all three topics.

**honest Numbers:**
**note:** The 2025 Challenges result selected 30 of 647 eligible proposals: 4.6%. The earlier submission release counted 667 proposals before eligibility filtering; using that denominator gives 4.5%. Around €118M was allocated, with an officially reported €3.93M average. Neither ratio describes the still-open 2026 competition.

**practical Notes:**
  - **text:** Unlike most Horizon Europe calls, Pathfinder Challenges accept either a single applicant or a consortium of at least three independent legal entities in different countries. In practice teams coalesce around the three challenge topics: each topic page on the Funding & Tenders portal (the European Commission's application site) has partner-search switched on, so you can browse announcements from labs and firms targeting the same topic, and the 20 March 2026 Info Day ran per-challenge networking sessions where attendees pitched their competences in two minutes to find co-applicants. The recordings and slides remain on the event page.
**title:** How Pathfinder Challenge consortia actually form
  - **text:** Every EU country — and many non-EU participants — runs a National Contact Point (NCP) network: government-funded advisers whose job is to help you apply to Horizon Europe at no charge. They explain eligibility, run information and networking events, and organise proposal-writing workshops. Ask your NCP early whether they offer a pre-submission read-through of your draft; offerings vary by country, and the directory on the Funding & Tenders portal lists the right adviser by country and thematic function.
**title:** National Contact Points work for free
  - **text:** The European Innovation Council (EIC) held its online Info Day for this call on 20 March 2026. The plenary covered how Pathfinder Challenge calls differ from the bottom-up Pathfinder Open, and parallel sessions were led by the EIC Programme Managers who wrote the three challenges — Paolo Bondavalli (advanced materials), Uschi Symmons (healthy ageing) and Hedi Karray (DeepRAP). Since Programme Managers actively steer their challenge portfolios after award, their recorded sessions and slides are required viewing before you draft.
**title:** The 2026 Info Day is the closest thing to inside knowledge
  - **text:** Each of the three 2026 challenges has its own Challenge Guide PDF on the EIC challenge page, alongside the EIC Work Programme 2026 (which puts €262 million into Pathfinder overall this year). Challenge proposals are scored against the specific objectives and expected outcomes in these documents, not against a generic excellence template — projects that ignore the portfolio logic the Programme Manager describes tend to fail on impact. Grants run up to €4 million; the single deadline is 28 October 2026.
**title:** Read the Challenge Guide before writing a word
  - **text:** For the energy-harvesting challenge, the second step builds a complementary portfolio across materials, physical mechanisms and applications. Explain your category and contribution to the common roadmap; the final portfolio can differ from the numerical ranking.
**title:** A strong score is only the first selection step
  - **text:** The energy-harvesting guide includes a portfolio work-package template. Allow for joint benchmarking, working groups and updates to the portfolio plan as results emerge; the guide supplements the work programme.
**title:** Plan the shared work explicitly
**eligibility Notes:**
  - **text:** Unlike most Horizon Europe calls, Pathfinder Challenges accept three shapes: a single legal entity established in a Member State or Associated Country; a two-partner consortium of independent entities from two different Member States or Associated Countries; or a standard consortium of three-plus independent entities (at least one in a Member State, plus two others in different Member States or Associated Countries). The Work Programme lists universities, research organisations, SMEs (small and medium-sized enterprises), startups — even natural persons — as eligible. The trap: in single-beneficiary projects, mid-caps and larger companies are explicitly not permitted. Big firms must join a consortium.
**title:** Consortium geometry is unusually flexible — but single-applicant mid-caps are out
  - **text:** The United Kingdom is associated to the entire Horizon Europe programme — its only carve-out (the EIC Fund equity component of the Accelerator) is irrelevant to Pathfinder, a pure grant. Switzerland's association agreement now produces legal effects: Swiss entities count as Associated Country beneficiaries for award procedures from the 2025 budget onwards, so they can coordinate or partner in the 2026 Challenges with full EU funding. Check the live List of Participating Countries on the Funding & Tenders Portal before submission, as positions can shift.
**title:** UK and Switzerland are both fully in for this call
  - **text:** Funding is 100% of eligible costs as a Horizon Europe lump sum, and the amount is determined during the evaluation, based on what you propose. The EIC (European Innovation Council) considers up to €4m appropriate per project — larger requests need explicit justification. Total pot: €96m, split roughly equally across the three 2026 Challenges. The 2026 Challenges deadline is 28 October 2026 at 17:00 CET (Brussels time). Evaluators comment on significant over- or under-estimation of costs, and the Work Programme advises a dedicated portfolio-activities work package of at least 10 person-months. Skipping it signals you have not read the rules.
**title:** Your budget is a lump sum fixed during evaluation — not negotiated later
  - **text:** Proposals with elements touching the evolution of European communication networks (5G, post-5G and linked technologies) fall under the protection restriction in Annex 2, Section B1 of the Work Programme: entities assessed as high-risk suppliers of mobile network communication equipment — and any entities they own or control — cannot participate as beneficiaries, affiliated entities or associated partners. The assessment weighs ownership and governance (state control, government involvement), links to third-country governments and supply-chain cybersecurity practices.
**title:** The 5G fine print: high-risk suppliers are excluded
  - **text:** During grant preparation the agency checks the coordinator's financial capacity whenever the requested grant is €500,000 or more — public bodies and international organisations are exempt. The check uses uploaded accounts (profit-and-loss, balance sheet, audit report) plus indicators such as dependency on EU funding and prior-year deficits. A weak result can trigger joint-and-several liability of affiliated entities, pre-financing paid in instalments, no pre-financing at all, a demand to replace the entity — or rejection of the entire proposal. Thinly capitalised startup coordinators should prepare evidence early.
**title:** Coordinators face a financial-capacity check at €500,000
  - **text:** Every application must include a completed ethics self-assessment; projects raising ethics issues undergo a full ethics review before funding is authorised, with resulting requirements written into the grant agreement as deliverables. Projects involving EU-classified or sensitive information go through a separate security appraisal — anything involving TRES SECRET UE/EU TOP SECRET information cannot be funded at all. Relevant for the 2026 Challenges' biotech (healthy-ageing trials, human material) and cognitive-AI (trustworthy AI, dual-use) themes.
**title:** Ethics and security reviews can block an otherwise winning proposal

Grants run **up to €4 million per project** at a **100% funding rate** — the EU reimburses all eligible costs, with no co-financing required. Larger requests are possible only where a Challenge description explicitly allows and the budget is well justified. The 2026 pot is **€96 million**, split into roughly equal shares of about **€32 million per Challenge**. For scale, the 2025 Challenges round paid out €118 million across 30 projects, an **average grant of €3.93 million**.

**steps:**

## How to apply (apply)

Official source: https://eic.ec.europa.eu/eic-funding-opportunities/eic-pathfinder/eic-pathfinder-challenges-2026_en

1. **Pick your Challenge.** Read the three 2026 Challenge guides (energy-harvesting materials, biotech for healthy ageing, DeepRAP cognitive AI) and confirm your idea genuinely serves the stated portfolio objectives of one of them.
2. **Build the consortium.** Assemble the partners the Challenge requires — typically three entities in three different countries, or a single applicant / two-partner team where the Challenge allows.
3. **Register on the EU Funding & Tenders Portal.** Each partner needs a Participant Identification Code (PIC); the lead coordinator manages the submission.
4. **Write the proposal.** Make the radical vision and high-risk/high-gain approach unmistakable, tie every objective to the Challenge, and budget toward the up-to-EUR-4M, 100%-funded ceiling.
5. **Submit before the cut-off.** File on the Funding & Tenders Portal before 28 October 2026, 17:00 Brussels time — there is no second deadline.
6. **Evaluation and grant.** Independent expert evaluators score proposals; selected teams negotiate and sign a grant agreement, typically around 5-6 months after the deadline.

  - **point:** Evaluated as submitted: experts cannot suggest fixes, so gaps reduce the score directly, and partly out-of-scope work is scored down.

## Eligibility (eligibility)

Official source: https://eic.ec.europa.eu/eic-funding-opportunities/eic-pathfinder_en

- **Consortium flexibility:** All three 2026 Challenges allow a single applicant, a two-partner consortium (two independent entities in two different countries), or a consortium of three or more independent entities in at least three different countries (with at least one in an EU Member State or Horizon Europe associated country). There is no minimum three-entity rule for Pathfinder Challenges — this is a key difference from standard Horizon Europe collaborative calls.
- **Important exception:** Mid-caps and large companies cannot apply as sole entities, but they can participate as part of a multi-entity consortium.
- **Who can apply:** Universities, research organisations, SMEs, start-ups and other legal entities; the programme explicitly encourages mixed teams from academia and industry.
- **Maturity:** Your work must sit at early Technology Readiness Levels (roughly TRL 1–4), proving a scientific principle or reaching lab proof-of-concept — not maturing a near-market product.
- **Topic fit:** Your proposal must address one of the three 2026 Challenge topics and its stated portfolio objectives; off-topic proposals are ineligible.
- **Ambition test:** Proposals must demonstrate a convincing long-term vision of a radically new technology and a high-risk/high-gain research approach.

## The fine print (eligibility_notes)

**notes:**

## Questions & answers (faqs)

Official source: https://eic.ec.europa.eu/news/eic-awards-eur118-million-30-breakthrough-research-projects-under-eic-pathfinder-challenges-2026-04-01_en

## for who (for_who)

Official source: https://eic.ec.europa.eu/eic-funding-opportunities/eic-pathfinder/eic-pathfinder-challenges-2026_en

**text:** This is built for research-driven teams — university labs, research institutes, deep-tech start-ups and the occasional ambitious SME — sitting on a high-risk scientific idea that could become a breakthrough technology, but only if it maps onto one of the three 2026 Challenge topics: miniaturised energy-harvesting materials, biotech for healthy ageing, or trustworthy cognitive AI.

Official source: https://eic.ec.europa.eu/eic-funding-opportunities/eic-pathfinder/eic-pathfinder-challenges-2026_en

**checks:**

## Overview (overview)

Official source: https://eic.ec.europa.eu/eic-funding-opportunities/eic-pathfinder/eic-pathfinder-challenges-2026_en

EIC Pathfinder Challenges is the themed, top-down half of the European Innovation Council's Pathfinder programme. Where Pathfinder Open lets you propose any breakthrough idea, Challenges hands you the agenda: the European Commission picks a small set of strategic deep-tech frontiers each year and funds the boldest research teams chasing them. The 2026 edition runs three Challenges — **Advanced materials for miniaturised energy harvesting systems**, **Biotechnology for healthy ageing**, and **DeepRAP** (deep reasoning, abstraction and planning towards trustworthy cognitive AI systems).

Grants reach **up to €4 million** at a **100% funding rate** — the EU covers all eligible costs, no co-financing required. The money targets early-stage, high-risk science (roughly **TRL 1-4**, i.e. anywhere from a basic scientific principle to a lab-scale proof-of-concept; TRL = Technology Readiness Level, a 1-9 maturity scale). The 2026 budget is **€96 million**, split into roughly equal shares of about €32 million per Challenge, with a single annual cut-off on **28 October 2026**. Winners also plug into the EIC ecosystem: coaching, Business Acceleration Services and a fast lane to follow-on Transition funding. This is patient money for radical ideas — not a subsidy for products near market.
**badge:** Grant
**key Features:**
  - Up to €4 million per project at a 100% funding rate (all eligible costs covered)
  - Three Commission-defined 2026 Challenge topics — you fit your idea to the topic, not the reverse
  - Early-stage, high-risk research at roughly TRL 1-4
  - Consortia of academia, research organisations, SMEs and start-ups; single applicants permitted for some Challenges
  - €96M total budget for 2026, split across the three Challenges
