The rules in full
- Where you must be based
- the EU, Norway, Iceland and Liechtenstein
The facilities serve technology providers established in Europe, and subsidised prices are for EU/EEA SMEs. TEF-Health's current call asks for an EU-incorporated SME whose shareholders are EU legal entities.
- Who can apply
- a startup, an SME, a mid-cap, a large company, a university, a research organisation or a public body
Any technology provider can request services. SMEs and startups get discounts under EU state-aid rules; larger companies, cities and researchers can use services but usually pay the full rate.
- Alone or with partners
- Alone
One company requests a service from one of the four facilities. No partners needed.
- Stage
- TRL 6 to 8
The TEFs work at TRL 6 to 8: a prototype ready to test in a realistic setting. Some single services accept earlier work, so ask the facility.
- What you get
- services
No cash. You get testing and validation services at a discount. In TEF-Health the discount is de minimis aid, so it counts against your €300,000 three-year state-aid ceiling.
- Funding rate
- Discounted service prices for SMEs; the discount depends on the service and your state-aid headroom
Conditions to check
- Your product must use AI or robotics and fit one of four sectors: healthcare (TEF-Health), manufacturing (AI-MATTERS), smart cities and communities (CitCom.ai) or agriculture and food (agrifoodTEF).
- You pay whatever the discount does not cover, and must show you can.
- For TEF-Health's current call: SME status, EU incorporation, EU ownership, at least TRL 6, and no more than €300,000 of de minimis state aid in the last three fiscal years.
- Each facility sets its own intake rules and prices; services are given while provider capacity lasts.
Where applicants trip up
- Expecting a cash grant: TEFs sell discounted testing services, not money.
- The product is too early: most services need a working prototype (TRL 6 or higher) ready for a realistic test.
- Ownership outside the EU: TEF-Health requires shares held only by EU legal entities, so a US- or UK-owned subsidiary fails.
- State-aid headroom already used up by other de minimis aid, which shrinks or removes the discount.
