The rules in full

Where you must be based
the EU or countries fully associated with Horizon Europe

Single applicants and coordinators must be in an EU Member State or a Horizon Europe associated country (UK and Switzerland included). Canada, New Zealand, South Korea and Japan are associated to Horizon Europe Pillar II only, so they do not count for this programme.

Who can apply
a startup, an SME, a university, a research organisation or an individual researcher

Alone: a start-up, SME, university or research organisation (including a research team or inventor who plans a spin-off). Companies larger than an SME can only join as consortium partners.

Who can join as a partner
a startup, an SME, a mid-cap, a large company, a university, a research organisation, a public body, a non-profit or an individual researcher

Partners from other countries can join under the standard Horizon Europe rules but usually without EU funding.

Alone or with partners
Alone, or as a consortium

Two partners must be independent and in two different EU or associated countries. With 3 to 5 partners, you need three independent partners in three countries, at least one in an EU Member State. Six or more partners makes the proposal ineligible.

Stage
TRL 3 to 4

The result you build on must have fully completed TRL 3 (proof of concept) and not gone beyond TRL 4 (validated in the lab). The project then aims for TRL 5 or 6.

Also required
Builds on an EU-funded result
What you get
grants, up to €2.5M

The EIC considers more than 0.5 million and less than 2.5 million euros appropriate, for 1 to 3 years.

Funding rate
100% of eligible costs, paid as a lump sum

Conditions to check

  • Your technology must come from an eligible earlier project: EIC Pathfinder (or FET-Open, FET-Proactive, FET Flagships), ERC Proof of Concept, a Horizon 2020 or Horizon Europe Pillar II research and innovation action, a Research Infrastructures project, or a European Defence Fund research project.
  • If that project is still running, it must have started more than 18 months before the cut-off (6 months for ERC Proof of Concept). If it has ended, it must have ended less than 24 months before the cut-off.
  • If you were not in the original project, you need a letter from the result owner committing to give you fair access to the IP.
  • The 2026 deadline (16 September 2026) has passed. The next deadline depends on the EIC Work Programme 2027, not yet adopted.
  • Civil applications only.

Where applicants trip up

  • Results that came through cascade funding (for example EIT KICs or ERA-NETs) do not count as an eligible earlier project.
  • TRL is checked at any point in evaluation. If the technology combines parts, the lowest TRL of a core part counts.
  • A company bigger than an SME cannot apply alone.
  • You must quote the earlier project's grant number and where its result was reported (CORDIS, periodic report or Innovation Radar).
