The rules in full

Where you must be based
Eureka member countries

Applicants must be in a Eureka participating country. Organisations from other countries can only join if their own funding is secured by the deadline.

Who can apply
a startup, an SME, a mid-cap, a large company, a university, a research organisation, a public body or a non-profit

Any independent legal entity can take part. Whether it gets money depends on its national funder, and many do not fund universities or large companies.

Who can join as a partner
a startup, an SME, a mid-cap, a large company, a university, a research organisation, a public body or a non-profit

Partners from non-Eureka countries must bring secured public or own funding.

Alone or with partners
Consortium of at least 2 organisations from 2 countries

At least two independent legal entities in two different Eureka countries, and at least one must be in a Eureka full member country.

Stage
No set TRL

No TRL band in the open call. Themed calls can set one.

What you get
grants or loans

No Eureka-wide amount. National caps vary: about €235k per Polish participant, CAD 500k per Canadian SME, €3M Bpifrance innovation aid; Spain needs a budget of at least €175k per participant.

Funding rate
Set by each national funder (for example Poland 25% to 80%, Türkiye SMEs up to 75%, Spain loans up to 85% with 22.5% non-repayable for SMEs)

Conditions to check

  • No single organisation or country may carry more than 70% of the project budget.
  • The project must research or develop a product, process or service for the market, with a civilian purpose only.
  • Your national funder must have open-call budget for your organisation type. None for any type: Bulgaria, Denmark, Estonia, Iceland, Ireland, Italy, Norway, North Macedonia and the UK. The Netherlands joins themed calls only, Sweden and Germany fund only when they launch a call, and Switzerland has paused Network Projects.
  • Austria, Flanders, Wallonia, Chile, Montenegro, Türkiye, South Korea and Singapore need a parallel national application at the same time as the Eureka one.
  • Partners sign a consortium agreement before national funding and project work start.

Where applicants trip up

  • The consortium has no partner from a Eureka full member country, or both partners are in the same country.
  • One partner or country carries more than 70% of the budget.
  • A partner assumes national funding exists, but its country has no open-call budget for its organisation type (for example French or Croatian universities, Canadian large firms).
  • The parallel national application is missed, so the national funder cannot fund that partner.
