The rules in full

Where you must be based
the EU, plus NO, IS

Final recipients must be established and operating in an EU Member State (overseas territories included), Norway or Iceland. The UK, Switzerland and Liechtenstein have no InvestEU access.

Who can apply
a startup, an SME, a mid-cap, a large company, a public body, a non-profit, a university or a research organisation

Any economically viable organisation. SMEs and small mid-caps (under 500 staff) go through local banks and funds; larger firms and project promoters can approach the EIB or another implementing partner directly.

Alone or with partners
Alone

A single company borrows or raises money on its own, through a participating bank, lender or fund.

Stage
No set TRL

No TRL rule. The test is economic viability: the bank or fund must judge you able to repay or grow.

What you get
loans, guarantees or equity

Set by the bank or fund product, not by the EU. For example, EIF's capped competitiveness guarantee backs loans up to €8.25M principal per borrower. There is no grant.

Conditions to check

  • You never apply to the EU. You apply to a participating bank, leasing firm, microlender or EIF-backed fund on its own forms, and it makes the final credit or investment decision.
  • The business must be economically viable. Companies in difficulty and those listed in the EU exclusion database (EDES) are out.
  • Excluded activities under the InvestEU rules include gambling, tobacco, fossil fuels and most real estate.
  • Loans must be repaid and equity costs shares. You can combine InvestEU finance with EU grants only if the total stays within the project cost.

Where applicants trip up

  • Expecting a grant: InvestEU is debt, guarantees and equity at near-market terms, with no free money.
  • Applying to the Commission, EIB or EIF directly as a small company: SMEs must go through a local intermediary listed on the EU Access to Finance portal.
  • The company is not viable on the lender's numbers (no revenue path, weak cash flow), so the bank says no even with the EU guarantee.
  • The company is based in the UK, Switzerland or another non-participating country.
