The rules in full
- Where you must be based
- Eureka member countries
Partners must be in a Eureka member or associated country, and at least one must be in a Eureka member country.
- Who can apply
- a startup, an SME, a mid-cap, a large company, a university, a research organisation, a public body or a non-profit
Large companies, SMEs, research institutes, universities and user organisations (profit or non-profit) can all take part. Funding per type is set nationally.
- Alone or with partners
- Consortium of at least 2 organisations from 2 countries
At least two partners from two different countries: one from a Eureka member country, the other from a Eureka member or associated country. Real projects are much bigger, roughly 40 to 350 person-years.
- Stage
- No set TRL
ITEA sets no TRL band. The project must be industry-driven, technically innovative software R&D with a business case.
- What you get
- grants, loans or a quality label
ITEA pays nothing itself. National funders decide per partner, for example up to €4M per consortium in the Netherlands and SEK 15M per project in Sweden (Call 2026). Call 2024 projects averaged about €12.7M total cost.
- Funding rate
- Set by each national funder (for example Netherlands SMEs 45% research / 35% development, Sweden SMEs up to 50%, large firms up to 30%)
Conditions to check
- The work must be software or software-intensive systems R&D, roughly 40 to 350 person-years over up to three years.
- Each partner must meet its own national authority's rules and apply for its own funding after the ITEA label. The label does not guarantee money.
- Call 2026 is two-stage: Project Outline by 2 November 2026 at 17:00 CET, invited Full Project Proposal by 11 February 2027.
- Funded partners pay ITEA a fee on their contracted costs (1.5% for Call 2025 projects).
Where applicants trip up
- The project is too small: a two-partner software project fits Eurostars better than ITEA's 40+ person-year scale.
- A partner's country has no budget or extra rules for its type: Sweden needs an SME with at least SEK 1M turnover and three full-time staff; Spain's CDTI needs at least €175k per company; the Netherlands needs a Dutch company as national coordinator.
- The work is routine implementation or a sales plan, not technical innovation beyond the state of the art.
- The Project Outline deadline is missed; only invited outlines can submit a full proposal.
