The rules in full

Where you must be based
the EU or countries fully associated with Horizon Europe

These rules cover EIC STEP Scale Up, the only STEP call a company applies to directly. The company (and any holding company used for the investment) must be in an EU Member State or associated country. The UK is out: the call is equity only and EIC Fund equity is not available to UK companies pending an amendment to the UK association agreement. The Defence window is limited to the EU, Ukraine, Iceland and Norway. Canada, New Zealand, South Korea and Japan are associated to Horizon Europe Pillar II only, so they do not count for this programme.

Who can apply
a startup, an SME or a mid-cap

One SME or small mid-cap (up to 499 staff). An investor can apply on the company's behalf with its prior agreement.

Alone or with partners
Alone

Single company only.

Stage
No set TRL

No TRL rule. Built for companies scaling up, usually at or near market.

What you get
equity, up to €30M

10 to 30 million euros of EIC Fund equity, co-investing in a round of 50 to 150 million euros or more. The EIC ticket should be 3 to 5 times smaller than the round. No grant.

Conditions to check

  • You need a pre-commitment from one qualified investor covering at least 20% of your target round, in equity and not yet invested.
  • Your technology must be in a STEP sector: digital and deep tech (including semiconductors, AI, quantum, robotics), clean and resource-efficient tech, or biotech.
  • Defence companies with a primary defence application use the separate EIC STEP Scale Up Defence call (deadline 28 October 2026), which excludes companies controlled from outside the EU, Ukraine or the EEA unless guarantees are approved.
  • Remaining 2026 cut-off for STEP Scale Up: 25 November 2026.
  • If you only want the STEP Seal, there is no separate application: projects that pass all thresholds in a STEP-flagged call get it automatically.

Where applicants trip up

  • Several small investors adding up to 20% does not count: one investor must reach 20% on its own.
  • A holding company in Delaware, the Cayman Islands or another non-eligible country fails eligibility.
  • You cannot have an EIC Accelerator and a STEP Scale Up proposal under evaluation at the same time.
  • After three failed submissions (counted from 1 January 2026) you cannot apply to STEP Scale Up again under Horizon Europe.

Checked against these official sources on 18 October 2026. Each call can add its own conditions, so confirm in the call document before you apply.
