AIGOV is a Tallinn-registered AI governance studio (Aigov.consulting OÜ) that advises, builds and tests sovereign AI systems for public institutions. Our modular platform combines local LLMs with RAG, live risk signals, scenario and multi-agent simulations, and constitutional governance of AI agents — deployed on-premise or in air-gapped environments with role-based access, audit trails and human approval of high-risk actions. Products include AISUS OS (decision-centre operating system), Prevent Wars (conflict-risk simulation) and AiRENA (AI operations console). Current stage: research, prototyping and validation.

Value proposition

Decision teams get one secure, sovereign workspace that turns scattered data, expert knowledge and external signals into explainable analysis, what-if scenarios and coordinated response — with data staying under the institution's control, every source traceable, and humans accountable for every critical decision. Governance-by-design aligned with the EU AI Act, ISO 27001 and NIST AI RMF.

Problem solved

Public institutions need AI to keep up with fast-moving economic, security and geopolitical risks, but most AI tools are cloud chatbots or dashboards: data leaves sovereign control, sources cannot be verified, and responsibility for decisions is unclear. AIGOV closes this gap with locally hosted, auditable AI systems where autonomy is controlled and humans remain responsible.
