Overview
STEP — die Strategic Technologies for Europe Platform — ist keine Förderung, auf die man sich bewirbt. Sie ist das Dach der EU, um Geld in vier strategische Sektoren zu lenken: digitale Technologien und Deep-Tech, saubere und ressourceneffiziente Technologien, Biotechnologie sowie (seit Dezember 2025) Verteidigung. STEP wurde im März 2024 ins Leben gerufen und koordiniert elf bestehende EU-Förderstränge — Horizon Europe (zu dem auch der European Innovation Council gehört), den Innovationsfonds, das Programm Digitales Europa, den Europäischen Verteidigungsfonds, EU4Health sowie die großen Kohäsionsfonds (EFRE, ESF+, Fonds für einen gerechten Übergang, Kohäsionsfonds), die Aufbau- und Resilienzfazilität und InvestEU — statt einen vierzehnten Topf zu schaffen. Bis zu ihrem zweiten Jahrestag im März 2026 hatte STEP 29 Milliarden Euro mobilisiert: knapp 14 Milliarden Euro aus von der Kommission verwalteten Programmen und über 15 Milliarden Euro, die 20 Mitgliedstaaten aus ihren Kohäsionsmitteln umgeleitet haben. Ihr Vorzeigeinstrument für Unternehmen ist das STEP Seal (früher Sovereignty Seal): ein Gütesiegel, das Projekten automatisch verliehen wird, die in einem STEP-relevanten Aufruf die Exzellenzschwelle überschreiten, aber nicht gefördert werden können, und das Türen zu alternativen öffentlichen und privaten Geldern öffnet. STEP is a label and a funnel, not a fund. The only direct cheques written in STEP's own name are the two EIC equity instruments: STEP Scale Up (€300M, for digital/clean-tech/biotech scale-ups) and STEP Scale Up Defence (€100M, deadline 28 October 2026, for defence-tech companies not controlled by non-EU third countries). Everything else is existing programmes wearing a STEP badge.
What it funnels
The headline instrument unique to STEP: direct equity of €10-30 million per company, managed by the EIC Fund, aimed at deep-tech scale-ups that private investors will not fully back alone. It targets a €50-150 million-plus financing round per company by crowding in co-investors. The facility opened with a €300 million budget in 2025, repeated in 2026, on a projected path toward €900 million across 2025-2027.

A separate equity instrument for defence and dual-use technology scale-ups, launched 1 July 2026. A quality label the Commission awards automatically to projects that clear the evaluation threshold under STEP-relevant calls but miss out on funding, with no separate application. The Seal is a portable mark of excellence: it gives access to alternative public and private money, tags the project on the InvestEU Portal for investor matchmaking, and lists it on Dealroom’s STEP Seals page. Since March 2024 the Commission has run more than 220 STEP calls and recognised almost 800 projects.
No cash itself: a credibility label opening doors to cumulative funding and investor visibility
The EU’s €95.5 billion research and innovation programme is a STEP host: relevant calls (notably in Cluster 4, Digital, Industry and Space, and via the European Innovation Council) can carry STEP funding and award the Seal. A STEP-sealed Horizon project gains a recognised excellence stamp it can take to national authorities and private investors. The EIC alone holds €10.1 billion across 2021-2027.
Grants, equity and coaching for R&I and deep-tech in strategic technologies
Financed by Emissions Trading System revenues, the Innovation Fund is one of the largest STEP hosts at around €40 billion to 2030. It backs clean and net-zero technologies, covering up to 60% of relevant costs (up to 100% under competitive bidding). STEP-sealed Innovation Fund projects signal bankable clean-tech to co-financiers.

Roughly 1 in 6 applications gets funded. A sharp, evidence-backed proposal is what separates the funded from the rejected.

Selection is budget-limited, not quality-limited: in the November 2025 round, 21 further companies were judged excellent but unfunded — all 29 above-threshold finalists received the STEP Seal. Platform-wide, just under 800 projects held a STEP Seal and more than 220 STEP calls had been listed by March 2026.

STEP's direct startup route, the EIC STEP Scale Up call, pays out only as equity from the EIC Fund (the European Innovation Council's investment arm) — there is no grant component. That wipes out the United Kingdom: the UK is associated to all of Horizon Europe except the EIC Fund investment component, so UK companies cannot apply to an equity-only call. Switzerland signed the EU Programmes Association Agreement on 10 November 2025, which associates it to the entire Horizon Europe programme — including Pillar III and the EIC Fund — for award procedures from the 2025 budget onwards; Swiss companies apply for the STEP Scale Up equity call on equal terms with EU member states (source: EU Grants Participating Countries list v3.9, 10 July 2026; confirmed by Euresearch, the Swiss NCP). You must be established in an EU member state (outermost regions and Overseas Countries and Territories count) or a Pillar III associated country — Norway, Iceland, Switzerland, Israel, Ukraine, Türkiye and the Western Balkans qualify.
The call takes a single SME (small or medium-sized enterprise) or "small mid-cap" of up to 499 employees. If you use a holding entity for the investment, that holding company must itself be established in a member state or associated country — a structure with a Delaware or Cayman TopCo fails eligibility. An investor may submit the proposal on your behalf with your prior agreement, but the investment agreement is signed with the company. Applicants from associated countries face an extra hurdle in the STEP Impact criterion: they must demonstrate a contribution to the EU internal market or to reducing the Union's strategic dependencies.
You must arrive with a pre-commitment for an equity investment covering at least 20% of your target round from a single "qualified investor" — public or private, with demonstrable know-how in your market, technology and jurisdiction, and able to pass know-your-customer (KYC) screening by the EIC Fund or the European Investment Fund; investors flagged high-risk disqualify except in duly justified cases. The round itself must sit between €50m and €150m and be at least three to five times the EIC ticket you request (€10m–30m). The pre-commitment is non-binding in nature but is checked at the eligibility stage, using the official template — proposals without it are rejected before any expert sees them.
Concurrent submissions to the EIC Accelerator and the STEP Scale Up call are not permitted — if you file both, only the most recently submitted proposal is evaluated, under that call's criteria. And since 1 January 2026 a hard resubmission cap applies: after three unsuccessful submissions of the same or an improved proposal by the same legal entity — failure at any stage counts, including the eligibility check or the interview — you may not apply to the STEP Scale Up call again for the remainder of Horizon Europe.
Standard exclusions apply — entities under EU sanctions, those established in Russia, Belarus or non-government-controlled Ukraine, and entities more than 50% Russian-owned cannot participate in any capacity; applicants also undertake that their ultimate beneficial owners are not sanctions-listed. Beyond that, STEP Scale Up sits squarely in the EU's economic-security regime: a KYC/"red flag" report precedes any EIC Fund investment, and where the Commission's award decision identifies the need — mandatory consideration for the four critical-technology areas of advanced semiconductors, artificial intelligence, quantum and biotech — the Fund must write at least one safeguard measure into the investment agreement. Investees are also expected to keep most of their value, including intellectual property, inside the EU or associated countries.
You cannot apply "to STEP". The Strategic Technologies for Europe Platform channels existing programmes (Horizon Europe, the Digital Europe Programme, the European Defence Fund, the Innovation Fund, InvestEU and cohesion-policy money) toward digital/deep tech, clean tech and biotech — each keeping its own eligibility rulebook. STEP money routed through cohesion funds is dispensed by national and regional managing authorities under their domestic rules. The connective tissue is the Sovereignty (STEP) Seal: awarded to proposals that meet the evaluation thresholds even when budget runs out (the "NO GO and Seal" outcome), it unlocks Business Acceleration Services and can route your file to InvestEU implementing partners for venture debt — if you opted in at submission.
The money — a funnel, a label, and two direct equity instruments
Launched in March 2024, the Strategic Technologies for Europe Platform coordinates eleven existing funding streams — Horizon Europe, the Innovation Fund, Digital Europe, the European Defence Fund, EU4Health, the four cohesion funds (ERDF, ESF+, Cohesion Fund, Just Transition Fund), the Recovery and Resilience Facility and InvestEU — rather than creating a twelfth. You never apply 'to STEP'. You apply to a STEP-flagged call inside one of those programmes, under that programme's own rules, rates and deadlines.
Score above every evaluation threshold in a STEP-relevant call — even if the call's budget runs out before your project — and the Commission awards the Seal automatically, no separate application. It signals Commission endorsement to national managing authorities and investors, gets you listed on the STEP Portal, and gives managing authorities a simplified route to fund you directly from ERDF, JTF or ESF+ money. It lapses if your project relocates outside the EU or has not started within 5 years.
Single SMEs and small mid-caps (under 500 employees) in the EU or associated countries (UK excluded) can pitch for €10–30M of equity from the EIC Fund, submitted continuously on the Funding & Tenders Portal. The catch: you must already hold a pre-commitment letter from a qualified investor covering at least 20% of a total round of €50–150M, and the EIC's slice should ideally be 3–5 times smaller than the round. This is follow-on capital for companies that can already raise, not a lifeline. A separate Defence window (€100M budget, deadline 28 October 2026) follows the same equity model but is restricted to companies not controlled by non-EU third countries.
Member states that amended their cohesion programmes to create dedicated STEP priorities unlocked 100% EU co-financing — no national budget contribution — plus one-off pre-financing of 30% (amendments by 31 March 2025) or 20% (by 31 December 2025). Twenty member states took the deal, which is where the €15bn+ national-side figure comes from. For companies this matters because it determines which countries actually have STEP cohesion money to hand to Seal holders.
How to apply — step by step

STEP (Strategic Technologies for Europe Platform) is not a single call but an umbrella that channels money through existing programmes toward four sectors: digital and deep tech, clean and resource-efficient tech, biotech, and defence. There are two concrete routes: (a) apply to any STEP-relevant call under Horizon Europe, Digital Europe, the Innovation Fund, EU4Health or the European Defence Fund — you are then automatically scored for the STEP Seal alongside the call's normal evaluation; or (b) apply directly for EIC STEP Scale-Up equity, the one dedicated STEP investment instrument. Steps 2-5 below describe the EIC STEP Scale-Up route, which is the only path with a standalone STEP application form.

The jury assesses the company against EIC investment criteria — strategic relevance to STEP objectives, market and scale-up potential, team, and the credibility of the funding round and co-investment. You are informed of the result about two weeks after the interview.

After you're funded
Seal holders are promoted by the Commission directly to national managing authorities, featured on the public STEP Portal, and eligible for simplified — including direct-award — selection for ERDF, JTF and ESF+ funding. The Seal stays valid for the duration of the project but dies if you relocate outside the EU or fail to start within 5 years of the award.
STEP Scale Up selection is not money in the bank: the eight winners per round are 'put forward for investment decisions by the EIC Fund, subject to due diligence'. The EIC takes equity as a minority slice of a larger round, so you still have to close your private co-investors — the pre-commitment letter you filed at application becomes a real negotiation.
Every STEP Scale Up applicant that clears the evaluation criteria — funded or not — gets access to the EIC's Business Acceleration Services: coaching, mentoring and introductions to corporates and the investor ecosystem, the same machinery EIC Accelerator companies use.
STEP adds no separate reporting layer. A sealed Innovation Fund project reports under Innovation Fund rules; a Horizon Europe project under its grant agreement; cohesion-funded projects answer to the national managing authority. Your obligations are whatever the programme that actually pays you demands.
Practical notes
STEP is not a standalone call you submit to. The STEP Seal is awarded automatically, in parallel with the normal evaluation, to high-scoring proposals submitted under STEP-relevant calls of five directly-managed programmes: Horizon Europe (incl. EIC), Digital Europe Programme, EU4Health, the Innovation Fund, and the European Defence Fund. So your real move is to find the STEP-tagged call in your sector (digital, clean, bio, defence) via the 'Get funding' dashboard on strategic-technologies.europa.eu, then apply through the EU Funding & Tenders Portal as you normally would. No extra form, no separate deadline — score above threshold and you get the Seal.
A STEP Seal lets a managing authority award you directly from ERDF, the Just Transition Fund or ESF+ without a fresh competitive call — and for 2021-2027 these STEP operations benefit from a 100% EU co-financing rate, meaning no national co-funding is required. This is the practical reason the Seal matters even if your original grant runs out of budget: Member States reprogrammed roughly €10.5bn (ERDF), €2.1bn (ESF+) and €1.1bn (JTF) toward STEP, and your regional/national managing authority can tap that pot for you. If you score well but don't get funded due to budget exhaustion, contact your managing authority directly with the Seal — that is the intended path.
Beyond grants, Seal holders should self-register their project on the InvestEU Portal, where STEP projects carry a dedicated STEP tag so public and private investors can filter for them. The EIC and European Investment Bank also run matchmaking events for STEP-relevant deal flow. This is a free, optional step you must initiate yourself — the Seal does not auto-list you to investors.
Each Member State has officially recognised National Contact Points (NCPs) that give free, confidential information, advice and individual assistance to applicants — find yours via the NCP directory on the EU Funding & Tenders Portal. For STEP specifically, the Commission published a 'Brochure for STEP National Contact Points and Managing Authorities' that NCPs use as their playbook; asking your NCP which national/regional managing authority handles STEP cohesion-fund awards is the fastest way to map the alternative-funding route before you even submit.

Sie bewerben sich auf diese zugrunde liegenden Aufrufe; STEP lenkt Geld in strategische Sektoren und verleiht exzellenten Projekten das STEP Seal.
Direkt kein Geld. Es ist ein Gütesiegel, das bescheinigt, dass Ihr Projekt in einem STEP-relevanten Aufruf als exzellent bewertet wurde. Sein Wert liegt im Zugang: vorrangige oder vereinfachte Berücksichtigung durch Kohäsionsfonds (EFRE, JTF, ESF+), die Aufbau- und Resilienzfazilität, den Modernisierungsfonds sowie gezielte Sichtbarkeit gegenüber von InvestEU unterstützten Investoren im InvestEU- und STEP-Portal.
Nein. Das STEP Seal wird automatisch verliehen, wenn Ihr Projekt in einem STEP-relevanten Aufruf die Schwellen für Förderfähigkeit, Ausschluss und Zuschlag überschreitet, aber mangels Budget nicht gefördert werden kann. Es gibt kein zusätzliches Bewerbungsformular.
STEP ist die Dachplattform und das Siegel. Das EIC STEP Scale Up ist ein spezifisches, wirklich neues Geldinstrument, das unter STEP eingeführt wurde — reine Eigenkapital-Investitionen von 10–30 Millionen Euro für Deep-Tech-, Clean-Tech- und Biotech-Scale-ups, mit einem Budget von 300 Millionen Euro im Jahr 2026, verwaltet vom EIC-Fonds.

Sehr. In seiner ersten Kohorte bewarben sich 44 Unternehmen, 28 wurden zum Interview eingeladen, und nur 8 erfüllten alle Förderfähigkeits- und Bewertungskriterien — rund 18 % Erfolgsquote, und das ist noch vor der Due Diligence, die einen Deal selbst nach der Auswahl noch beenden kann.
Für die Dauer des Projekts. Es erlischt, wenn das Projekt aus der EU verlagert wird oder nicht innerhalb von fünf Jahren nach der Verleihung beginnt.
